Light Icons on White Backgrounds Aren't Visible

I'm using the theme Arc Darker, and some icons are not visible. For instance:

even though there are some icons there:

This issue appears over and over again. For instance, the dialog for saving an image in GIMP (or any other app, for that matter) looks like this:

or Inkscape:

with no visible icons almost anywhere.

It looks like dark icons should be used, instead of the white ones. There's one exception, though (as far as I can tell) - Nautilus sidebar in Arc Darker is actually dark:

Arc Darker specific GTK theme and not support fully. Better use this theme with Papirus (not Papirus Arc Dark). Papirus Arc Dark for dark GTK themes only! If you like blue folders, you can moved this from Papirus Arc Dark to Papirus:

Thanks, that solved the worst issues (e.g. Inkscape icons and save dialog).

However, icons in app indicator menus are still wrong:

Any idea on how to fix this?

Finally, if you encounter a solution for these issues, may I recommend you adding a new Papirus-Arc-Darker-GTK that implements it? It'll be great if users could just select it out of the box :-)

I'm soon replace grey folders to blue on Papirus and Papiru Dark, because many people want blue folders. icons on menu indicator it's ubuntu specific bug only, because unity not colorize symbolic icons. I can't change volume icon because this solution broken compatibility with other DE's and GTK themes.
