I really want to get rid the blue icon from those two places and to be replaced by Black-Papirus/ePapirus that i have chosen.
You can do that by manually editing Dolphin's desktop file. (on Plasma, right-click from the launcher and choose "edit application", then click its icon in the popup) Dolphin changed its icon with the KDE megarelease, and no longer uses the generic file manager icon. It just so happens that Papirus has a Dolphin icon. More importantly, it is not planned to use your folder colours for every file manager availible for linux in this theme. Folders icons and file manager icons are different things.

Apparently, the Dolphin icon @titlebar, taskbar didn't follow the customized color.

Installing method From store.kde. Black icon selected. ...But i tried from tags, throwing Black icons from papirus-folder, still can't change the icon to Black on the titlebar and taskbar.
I used to report a similar matter for Tela-Circle-Icons, the dev of that icon package managed to fix it soon. I tried some other icons packages like Reversal, Win10Sur, Gruvbox Plus Icon Pack, and so on... they change and follow icon theme for titlebar/taskbar.
