in short: snaps have hardcoded icons, use flatpak if you want theming.
I see why are confused now: Papirus snap is not for snaps, it's just the Papirus icon theme that was packaged differently. Icon request issue template warns you about snaps having hardcoded icons.

I tried to read more on this on my own, but it seems that there is very little documentation on custom icon themes for snaps, even though it seems it exists?
@SmartFinn you may need to look into that, but anyway @Kwasow for now we don't support snaps. And I guess snapcraft reviewers are not rushing to give some theme package a form of elevated sandbox privileges.
