the issue has already been resolved. these aren't broken, these are symbolic now. this is the direction the Plasma devs heve decided to go. install the latest papirus git master to get relevant symlinks and new icons choose papirus-dark for these symbolic icons to be light-coloured. unfortunately, they are not recolourable. see #3663
@morganist The main problem is Twilight theme. With Breeze icons it works properly but with Papirus you get this black icons. If you switch to Papirus black you get light icons on white windows.
I confirm what you say about Twilight theme it appears such to me as well.
But on a custom theme like leaf-kde doesn't have this issue with Papirus icons.
Test different themes with Papirus? Indeed, you must use papirus (master) to adapt faster on the latest changes in Plasma 6.2.
