Add Jira Server/Data Center to Integration Settings in Org Settings page #10225

Better visibility of our full functionality only helps potential value add.

It would remove involving a dev to set up the integration (as is currently the process)

Not directly requested, but current Enterprise user 🔒 needed to fill out the form on this page in order to integrate their team to their Jira Server.

When we do this, we should also switch from OAuth1 to OAuth2 for it, it shouldn't be that much effort and simplifies setup for both parties. It would probably already pay off in reduced effort for the UI.
