As a facilitator receiving a timer notification email (your meeting is ready to be advanced) a day late after the meeting already ended is useless and confusing. Instead the email would be useful when the timer ran out.
Acceptance criteria
when a long running timer runs out and the facilitator is not in the meeting, send the notification immediately
when the meeting is already advanced to a different phase or closed, don't send an email
