Issue - Enhancement

For air-gapped deployments, such as the gov'ts IL2 deployment it would be nice not to depend on Google's API for doing group topic extraction.

Acceptance Criteria (optional)

Users can:

Enter in many reflections
See a sensibly named group title, even when the Google API is not available
