Disabilities and IPCs #12716

Issue Description:

Starting an IPC with disabilities are not curable as .. I think disabilities are linked to genes which IPCs don't have.

What did you expect to happen:

I was expecting the IPC to start with either broken sensors as I set it to blind or without sensors.

What happened instead:

Straight up the IPC casing got the blindness and was not curable... not even by admin.

Why is this bad/What are the consequences:

I had to be borged to get some vision.. but I have to add the naked core itself still could see.

Steps to reproduce the problem:

Select IPC as race and make it disabled with deaf, blind, mute... so on.

When did the problem start happening:

The moment I got to control the character.

Extra information:

Bruh, that is one strong disability
