Simplemobs and borgs can rest, even without resting animations #13311

Issue Description: Simplemobs and borgs can rest, even if they have no animations for it.

What did you expect to happen: To either be unable to rest, or be able to easily tell that I am resting.

What happened instead: I can rest as borg or simplemob.

Why is this bad/What are the consequences: We get quite a few ahelps from borgs and simplemobs along the lines of "I can't move", when it turns out that they are simply resting. They likely rested on accident, then couldn't tell that they were doing it. Would be nice if we could cut down on those ahelps.

Steps to reproduce the problem: 1.Play a borg or simplemob. 2.Use the "rest" verb.

When did the problem start happening:

Extra information: Adding a resting animation for every single simplemob and borgs seems like a ton of work, may be smarter to just remove their ability to rest, or add a HUD icon for resting, similar to being buckled for example.
