Attempting to change gender via Genetics UI doesn't work (possibly after SM usage) #13424

Issue Description: When using genetics to change UI, specifically block 32, it has no effect on the target's gender. This applies both to direct manipulation via console and injector. This occurred in the wake of using stable mutagen to create a new body for a brain transplant.

What did you expect to happen: The gender to change depending on the value of UI block 32.

What happened instead: It did not (the target was stuck as male).

Why is this bad/What are the consequences: If a person gets their gender switched they cannot easily change it back.

Steps to reproduce the problem:

  1. Give SM with female blood to any character.
  2. They become male anyway.
  3. Attempt to change it back via genetics.

SM is gone, will need a double check for testing.
