Beta 515 (I don't remember futher, the latest one)

Issue Description

CC uses bluespace technologies to tell it's reports to everyone

What did you expect to happen?

I just played ABCD (old cryogenic pod), it's a ghost role without any radio or intercoms, but hear this god damn report, shouting so loud! So annoying and disturbing while trying to relax.

What happened instead?

I heard the CC report

Why is this bad/What are the consequences?

Annoys

Steps to reproduce the issue.

1.get rid of any radio or intercoms or headsets.

  1. Wait till Central Command makes a report for the station.
  2. Hear the report even having no radio.

When did the problem start happening?

Played ghost role, old cryogenic pod.

This is a tricky one, since CC announcements often get used for admin things that they want to ensure everyone hears.
