Broken Atmos in Xenobio (Cerebron) and the Tale of the Shy Little Oxygen Grenade #25700

Issue Description

Carp broke several windows in the Xenobiology Lab on Cerebron. A borg repaired them, however the air content in the lab would not go over 34Kpa, even with refill. All windows were repaired, and screwed. I tried tossing an oxygen grenade, and it decided life was worth living and would not explode. It just sat there, blinking in defiance of God and the natural laws of thermodynamics.

What did you expect to happen?

Air to fill the room and the grenade to serve its divine purpose for the glory of Atmosia.

What happened instead?

Air would not go over 34Kpa, and the grenade spat in the face of all that is right and honorable.

Why is this bad/What are the consequences?

Atmos should work.

Steps to reproduce the issue.

This would be tough, maybe. Hopefully there are errors for the round.

But generally, a bunch of windows got broken in Cerebron Xenobio. The borg repaired them all, as you do, however AI could not get air to refill.

I went inside, set the air alarms to refill, and it just sort of did nothing. I left, broke through a window with holofan, came back, tossed an active oxygen grenade, and nothing.

Further issues - this happens with a LOT of grenade types (N2O, cluster nades, etc etc):

the grenade part was fixed with #26770, however the room not correctly filling seems like a unrelated issue.
