Alt clicking a tile with a large number of items on it rate limits you

Issue Description

When clicking on a tile with a large amount of stuff on it, I got a lot of messages in the chat that said: "Your previous action was ignored because you've done it too many in a second" and "[...] in a minute" and even one "Administrators have been informed". This prevented me from interacting from things in the tab in the top right and from opening a say popup.

What did you expect to happen?

Items show up in top right and are interactable.

What happened instead?

Angry red text and not being able to interact with them.

Steps to reproduce the issue.

Find or create tile with shitton of stuff on it. Alt click tile.

When did the problem start happening?

I heard on the discord quite a while ago that someoen had that too, so it seems like 2 or even more months. (estimated).

Tested with 50x8 stacks of random snacks, could not reproduce.

Able to reproduce by spamming ALT-CLICK on a large pile but this was nearly 20 times.
