Allows the welder to set flammable people on fire when attacked and lit.
Why It's Good For The Game
Makes the welder consistent with other fire sources and itself. Repairing a flammable mob will set it on fire (existing functionality) thus it doesnt make sense that an attack wont.
[x] Lit a cigarette on myself and another mob with a welder
[x] Cut walls with a welder
[x] Melted rods into sheets with a welder
[x] Repaired and self repaired an IPC
[x] Repaired and self repaired a robotic limb on a carbon mob (the mob will catch fire if flammable, but that's already present in the game)
