Perhaps based on culture group?

I'd suggest recycling those ones based on culture group. This follows a similar principle to #290.

Seeing it, the ones that are tag-specific make sense only if given to same-cultured majors.

How to mod the game to recognize if a country is or not of a certain culture, that is still unknown to me, as the "hasidea = culture{culture}" doesn't work in this sense.
