Possibly the difference between loyalists and radicals divided by either politically active pops or total pops? Gather stats on what those ratios are. Also gather stats on the distribution of stabilities in vanilla HoI4.
Maybe transfer legitimacy to stability?

Formula: 100 legitimacy = 80 stability. internal security can contribute to calculated legitimacy, scaling from +15 at below 40 to +0 at 70.

Vic2 to HoI4 just sets it to 0.6, but maybe there will be something useful in Vic3
