Provinces: [x007060 (index: 39494), x0467D5 (index: 39495), xE7B07C (index: 39500), x008FBF (index: 39501), x493F0B (index: 39502), x0E8C3E (index: 39503), x6EB08E (index: 39504), x0B74ED (index: 39508), xBFD159 (index: 39509), xD77566 (index: 39513), x69FE0D (index: 39515)] are not next to each other in province_terrain.txt but are in the same state: STATE_AZERBAIJAN
