[BUG] car says its impounded when its not #2503

A clear and concise description of what the bug is

My car says it is impounded when it is not. so when I go back to it I need to lockpick in and hotwire it and if I go into an interiror I can not come back and F1 it bc it is impounded

Steps to Reproduce the Bug

  1. pull out car
  2. says impounded but its not
  3. go in interiror
  4. come back car gone and cant F1

Expected Behavior

car says it is OUT when it is Out and not impounded.

it could have something to do with a car being financed. I have a car that I own outright and it does not happen but the one I finance is what it happens to.
