SEQ_CFLAGS, SEQ_LDFLAGS, and SEQ_LIBS will be used for setting the compile, link, and library flags, respectively to be used to build the sequential utility programs, i.e. cdfdiff, ncoffsets, ncvalidator, and pnetcdf_version.
