Can not create file in root path on Windows. #167

Only happened when createing PAR in a drive's root path. C++ Compiler: gcc version 10.3.0 (Rev2, Built by MSYS2 project) Version: v0.8.1-20-g29cab44 Configuration: CFLAGS='-O2' CXXFLAGS='-O2' LDFLAGS='-s' ./configure
