transient in carbon emissions from deforestation

There is a jump in 2017 to 2018 emissions from deforestation. The issue relates to the fact that we have a hard coded, saved wforest change value in the environment model.

need to update this to read in 2016 world forest value from data, and then calculate actual change between 2016 and 2017. likely a task for willem, with help from jose. steps are:

• look at historic forest data 2016
• update preprocessor to save a 2016 forest area value
• use that 2016 value in the code on change in wforest area of the environment routine
