Dyadic Aid Values Falling to Zero/Null for United States #204

Ukraine receives aid in all years.

The United States is one of the top donors but fails to donate after 2081 despite Ukraine receiving more aid around this time. This behavior seems to happen in other dyads for the United States also.

Version: 7.84 .Net development version with and without code/data changes

The inital statistical model used DiME divided by 100 which was leading to this error but this was not reflected in the initial model sent. When Jose made the change in the code to correct this, this was the behavior:
