Our formulation of gem contained an error with education levels using initial instead of updated education forecasts.
In addition, the function uses gdp over log gdp as a driver as high-income showed limited progress on gem.
After the update we should revisit this formulation (quite uncommon to use full gdppcp) as likely the forecast will be much more dynamic with the inclusion of the correct education variable
