potential arable land in IFs #297

The following 3 series from IVM Environmental Geography came from a one-time publication from https://onlinelibrary.wiley.com/doi/10.1111/gcb.12733 in 2014 with 3 different scenarios (low, medium, high). No further continued publication. Need to find alternatives.

In the meantime, there is this old table called LandPotentialArable, that only has 2005 values.

Theoretically, potential arable land is resource, and it is proabably the best to have these in the IFs.db?

BTW, LandIrPotentialReached this table is also outdated and seems we can just update it based on LandIrPotential. However, how is this table being used?
