Historical temperature & precipitation data #342

There are 4 preprocessor tables in IFsHist, namely EnvAvgAnnTemp EnvAvgAnnTempChg EnvPrecipitation EnvPrecipitationChg

However, these tables only contain values for year 1999 and they do not need to be updated. Should we move them to IFs.db file?
