Make Caravans Completely Mutable #1

Add full support for caravan splitting, and the events that cause it - i.e. caravan meeting, caravan demand - so these events can be re-enabled.

Looks like this was disabled in commit dbafbd85 - "Sync caravan management".

Probably just needs an implementation. Should caravan splitting and the events be separate tickets?
