optional pagination at parking-sites #140

Adds optional cursor-based pagination at parking-sites. Prepares an release, too, as this is an important feature for resource-efficient monitoring.

As its not offset pagination, this would be wrong. So I added more explanation in OpenAPI docs to make this clearer.
