San Francisco (and perhaps other cities) not showing properly due to filtering #302

To reproduce: click the eliminate parking mandates filter, SF is not listed (it's actually not listed by default at all) open the settings and enable parking maximums, SF will show up

Compare the data card (and maybe CSV for SF and Alameda) they both have Eliminate Parking Minimums and Parking Maximums in Type of Reform but for Alameda it is: Eliminate Parking Minimums, Parking Maximums but for SF it is: Parking Maximums, Eliminate Parking Minimums.

This is a big issue and should be #1 to fix please!
