Improve search data modeling #408

Implement https://github.com/ParkingReformNetwork/parking-lot-map/pull/239 in this map.

The complication is that not all entries are in the format City, state, such as when we have countries like Israel. So this is blocked on cleaning up the data modeling.

Per https://github.com/ParkingReformNetwork/reform-map/pull/485, I don't think this is worth doing. I could be convinced otherwise.
