Send message to realizers and dependends #237

It should be possible to ask realizers and realizers of dependent responsibilities for advice through a simple action. An MVP could be a button on each responsibility, visible to org members. This would bring up a prompt with a message text box, and a way to add/remove org members that should get the message. By default, the org members added are the realizer of the responsibility and the realizers of all dependent responsibilities.

The prompt should also ask for where the realizers should give their advice, which in the case of orgs with discussion forums would be a URL to a thread. If no URL is given, the email instructs the realizers to get back to the asker by email.

Wouldn't a good halfway point towards this be to simply be able to comment on a resp?
