Prevent scroll to top when clicking video timestamps while in always visible mode #948

This is an issue that existed in the previous implementation and never got around to correct it, but I will fix it this time around.

When the user is reading the comments and the player is in the always visible mini player mode, clicking on any video timestamp to jump to that position causes the page to scroll to the top. Ideally the page should stay where it is when that happens.
