This PR builds upon locally deployed packages. It depends on:

• https://github.com/Particular/NServiceBus/pull/6836

Once https://github.com/Particular/NServiceBus/pull/6836 is merged and released:

• [ ] Remove the local packages
• [ ] Update nuget.config to remove the local package references
• [ ] Update the packages to the released version
