Apply friction surfaces at new tracks (Monza / Spa) #32

The frictional textures/materials for the track and non-track surfaces at Party Park must be applied to the newly added tracks. Currently, you do not incur any speed loss for driving off track at Monza or Spa, and the road does not do the correct skidding / particle effects

These tracks have been removed and replaced for other reasons, but will have these textures applied if re-added
