Are there any plans to update the library to support flexible updates as currently the IInstallStateUpdatedListener is not usable.

I´m sorry but that is not possible right now. As it is mentioned in https://github.com/xamarin/GooglePlayServicesComponents/issues/221 Xamarin would need to support modules first.
