Well as it currently is, moderators can ban people higher in hierarchy than them. If one moderator decides to be a pain in the back then the mod will let him ban other mods, admins and owners very easily.
What I'm thinking is something I saw in some moderation plugins for Bukkit/Spigot where one can be assigned a immunity/protected permission where it will pretty much make someone not be able to get kicked, banned and so on.
This would provide a additional layer of protection for admins and moderators since they won't be able to really punish each other, be it by mistake or with a intent and would reduce the need of manually removing punishments in case the punishment was a mistake.
