Incompatibility with OpenPAC Claims - Unable to interact with shop heads

I'm experiencing an issue where players outside of a claim's party are unable to interact with UniversalShops player head blocks when used within a claim protected by OpenPAC. This interaction restriction persists even after attempting configuration tweaks in OpenPAC.

Steps to Reproduce:

• Install both OpenPAC and UniversalShops.
• Create a claim using OpenPAC.
• Place a UniversalShops player head block within the claim.
• Attempt to interact with the shop head block using a player not in the claim's party.

Expected Behavior: Players outside the claim's party should be able to interact with the UniversalShops player head block, especially when exceptions are added to OpenPAC's configuration.

Actual Behavior: Outside players cannot interact with the UniversalShops player head block unless the "Protect blocks from players" setting is disabled in OpenPAC.

Attempts to Resolve:

• I tried adding forcedBlockProtectionExceptionList = ["minecraft:player_head"] to OpenPAC's configuration. This didn't resolve the issue.
• For comparison, a normal player head (not from UniversalShops) placed down is interactable by outsiders. This suggests that the issue might be specific to the block ID or data used by UniversalShops.
