Creeper explosions are breaking blocks inside of protected areas.
I don't really get which protections are included in the default claim, but this has been tested with both the Control Explosion augment and without it. It also has been tested with creepers being activated by trusted and untrusted players. Yet it has also been tested with protectAgainstHostileExplosionsActivatedByTrustedPlayers both in true and false.
Inside claims, as an untrusted player, it's not possible to activate a creeper, but it is possible to activate it from the outside and grief the border of the claim, as well as push the creeper into the claim and grief deeper into the claim.
As a side note, tnt explosions can occur outside of the claim, but still being able to grief the borders of the claim within the explosion radius.
