Description:

1: Added isSmallDevice function for devices width is less than 400 2: Reduced the size of image on 'Health Department' screen 3: Reduced the font size of Header(navbar) title and description 4: Added TextAlignment(center) on Title for navBar 5: Updated en.json and ht.json
