FEATURE REQ: Allow for saved location migration from private-kit to covid-safe-paths #324

This is only needed for the scenario where COVID Safe Paths is delivered as a separate app. We need to support importing the GPS+time data from Private Kit. It's OK for this to require saving the exported data from Private Kit and do a manual import into COVID Safe Paths.
