Description of Work

Creates a system to track, award, and keep track of points awarded to skills
Adds a command to grant skill passives for a skill
Consolidates the drawing of the point system to lower code repeating
Updates SkillPlayer to SkillCombatPlayer since it was specifically around using the skills in the hotbar

Comments

Future tickets will come for implementing the system to keep things small and not to inflate too much.
