Currency - Ascendant Shard #445

Summary

Expanding on the Currency work started here: https://github.com/Path-of-Terraria/PathOfTerraria/issues/437 A new currency should be available the "Ascendant Shard"

Using a Ascendant Shard should only work if the item does not have full affixes for the tier it's in. So it can only be used on a magic item with 1 affix, or a rare item with 3 affixes. Using this currency on an item will add a new affix to that item.

Rarity: Rare

Ability to add a affix to an item that is not filled randomly
