New Quest Prompt #458

Summary

When a new quest is started there should be some text in the center of the screen that says like "New Quest" with the name of it and maybe some sound indication as well. If it was the very first quest they ever accepted then https://github.com/Path-of-Terraria/PathOfTerraria/issues/457 is ALSO shown, so they'd see the ui fading in/out AND this text in the center of their screen

Reasonings

More "fun" or intriguing when a quest is started. Little dull atm
