Adds in comparison screen for tooltips.
Reworks a ton of things in order to facilitate the above.
Adds in IL edit for adjusting backing panel for tooltips so they're actually accurate.

Some of this is a little messy as the intention for the affix tooltip system was built on an incorrect understanding of the desired goal. It should be able to support anything we do in the future and shouldn't cause issues.
Also pressing the print screen button makes the comparison page disappear for a frame. Doesn't mess with screenshots or anything. Just weird.
