Path of Building menu has no fps limiter, which in turn causes coil whine on certain gpus.

Describe the solution you'd like

I'd like to have a set fps limit in the menu, as for obvious reasons you don't need to have this many frames.

If you have an nvidia gfx card you can apply a FPS limit to PoB through the control panel
