Changes in tiers values when adding a specific mod

Hi,

In the 1.4.170.22 version I spoted 2 stranges things when testing a Hunter wand :

1. The presence of the affixe "60-120% increased Damage when on Full Life" in suffixe list, with 2 tiers (T2 : 60-99%. ; T1: 100-120%). Never saw this mods, before. Maybe it's a 3.13 mod, but not sure, so I will let you check it ;
2. When I was adding the specific suffixe "+# % to Damage over Time Multiplier", then the tiers values of the "# % increased Damage when on Full Life" affixe changes. The values of each tiers just swaped, so T2 was 100-120% and T1 60-99%.

Actually, I can reproduce this, in some circumstances. Using the wand text that is provided, I get these results:

Top tier Damage on Full Life is a lower value than lower tier Damage on Full Life:

When, I add any other suffix, the values swap places:

Part of the problem seems to be that the higher tier is classed as DelveWeaponDamageOnFullLife2h1 which doesn't exist on the trade site at all. The value according to poedb has 2 tiers, 50-60%, and 100-120%, but the higher values don't exist.
