Error when launching pob due to being installed in Unicode path

Try download the zip file then extract to a folder under C:\ and run the program.

This appears to be the same issue with non-ascii characters being used in the file path as we've seen in #3748. Please see if you can install in a different path that doesn't include any non-English characters
