It seems this checkbox is only shown if the skill that can afflict scorch is your active skill which is interesting and not exactly desirable in this case. You can enable it though by setting flame surge as your active skill then enabling it and then setting it back to your actual primary skill.
Ah okay, but when I then switch back to my main skill it tells me that the config option is conditional and no longer available: Is this intended?
The red text and warning is just stating the config box doesn't have a source but it still will work. (It is working as intended). This warning occurring in this case is very undesirable as builds that have a source of an ailment on any skill should be able to set a config for it tbh regardless if it is the main skill or not.

Describe the solution you'd like
As far as I know it is intended that Anomalous Flame Surge enables the "Is the enemy Scorched?" option in the "Effective DPS" category of the "Configuration" tab. It would be great if that could also happen when Anomalous Flame Surge is linked to Arcanist Brand as this is often used as a supplementary damage debuff.

10% chance to Scorch Enemies
to the "Custom Modifiers" textbox to achieve this.Additional context
