What is the behaviour in-game?
I have +2 curse limit (Despair, Enfeeble, Assassin's Mark). One comes from the body armour, the other from Whispers of Doom.
What is the behaviour in Path of Building?
In PoB, the anointment of Whispers of Doom is not giving me the additional curse. According to PoB's calculations, I still have a 2 curse limit and it ignores Assassin's Mark. I checked, and the +1 curse that is getting ignored is Whispers of Doom.
How to reproduce the issue
Remove Whispers of Doom from the amulet and add it again. You will see that the only recognized curses are Enfeeble and Despair in both cases. However, if Enfeeble is forced to disable, then the Mark shows up in the calculations.
