Build rllibpack from dockerfile

Resolves #490

I'm going to do a test right now to make sure it works as expected on dev for MA uploads and training.

• [ ] test on dev
• [x] test automatic building from a pr
• [ ] revert change to build on a PR
• [ ] test building from merge to dev
• [ ] update the AWS S3 location the file is copied to after a build if the file works for training and MA

The next step will be to make this part of the deployment when merging to branches like dev test staging and prod to automatically build and copy it to s3
