Check for updates to https://ftp.ncbi.nlm.nih.gov/genomes/refseq/ assembly_summary_refseq.txt and update accordingly.

The newest version is larger than Github's hosting capacity, so we will need to update how we host things (e.g. tell users where to get it from and download it).
